The allusion to 'Ride a cockhorse' points forward to Bloom's hallucinated vision of Boylan visiting Molly, where Lydia Douce cries: 'Yumyum. O, he's carrying her round the room doing it! Ride a cock horse' (U 552). The theme of Bloom's impotence, his sexual 'eclipse', is introduced again several pages after Bello rides him 'for the Eclipse stakes'. In the passage which incorporates the last note in the sequence ('touches the spot'), Bello derides Bloom as an inadequate cuckold (U 529).
In this note Joyce was reminding himself in capsule form of a scene to be kept fresh in Stephen's memory. Many of the notes for Ulysses are 'shorthand' notes in the sense that they were aimed at reminding Joyce of a fuller version already visualized.
