The development of intermodalism is a critical element in the emergence of Southern California as a major global gateway to Asia. Before containers, freight bound from Asia to the East and Midwest, still the most important economic regions of the country, had to pass through the Panama Canal to be unloaded at East Coast ports.

Contingent workers often suffer from a host of ills, including not only irregular work but also low pay and the absence of benefits. We should recognize that the picture of unstable and shifting contract relations is not absolute. Parent firms typically surround themselves with concentric circles of contractors who are more or less central to them. The “nearer” companies are those with whom they may have developed strategic partnerships and on whom they rely for steady supplies and services. The further one moves out in the contracting system, the more contingent the relations are.

We cannot claim that conditions have worsened from some preexisting state in the developing countries, but it is fair to say that conditions for workers are poor on multiple fronts. The promise is held out that this is a short-term sacrifice that must be made for the country to develop, after which everyone will see an improvement in their situation. But does this day ever come? S. industries, is finding that no matter how poor its conditions, it can be undercut by China. The promise of ultimate rise seems empty.
