Several alternative solutions have been proposed in literature to organize the set of adoption factors [1–4, 6–8]. We opted for an adapted TOE  framework, which, in our view, allows us to keep the focus on the ﬁrm as the unit of analysis and includes both internal and external determinants. Other widely accepted models (such as the TAM/TPB [10, 11] or the UTAUT ) pay far greater attention to the individual/user level of analysis, with a consequently narrower focus. Nevertheless, we do not fully discard the user-based approach: we partially encompass it within the organizational environment of the TOE framework, by paying speciﬁc attention to the characteristics of the decision makers (SME’s owner manager or top management).
That said, the desired result is equally dependent on the quality of the simpliﬁcation policies. The article has mapped the journey of Italy’s municipal One-Stop Business Services and Information Shops. The ﬁndings have built on the relevant literature to demonstrate how the hurdles continue to thwart the delivery of services from under one physical or virtual roof, despite the fact that well over a decade has passed since the ﬁrst law was enacted. The One-Stop Shop can only succeed if it is built on the solid foundation of the PA’s capacity to cultivate a culture of internal and inter-institutional cooperation with all the external public agencies and ofﬁces involved and, thus, to guarantee the user simpler administrative procedures, timely decisions and the ability to manage the ‘checks and box-ticking’ side.
