The religious differences simply reinforce the national ones. There are cases, however, where it is difficult to choose a dominant underlying cause for the terrorist organization given the great significance of more than one group of objectives. These complex cases also involve some of the more interesting and more important cases of active terrorist organizations. The final type of terrorism in this is terrorism undertaken essentially by or on behalf of the government. Generally it will involve unofficial groups that use terror to reinforce governmental policies or deal with dissident groups.

With access to modern technology, the bombers came up with newer methods. The bombs that were built were pressure sensitive so that they would go off when the air pressure in the cargo hold of the airliner had decreased to a particular level. Such pressure sensitive devices would even be linked to timing devices so that the process started at a particular altitude but the plane would be over the ocean before detonation. Security agencies for airliners or airports, in turn, developed machinery to simulate this reduced pressure level so that luggage with suspicious materials could be tested on the ground.

Ultimately, the adoption of terrorism is a conscious choice for a course of action, it is not an automatic response to economic deprivation (Gurr 2006: 85). Of course, the groups facing potential losses in status or tempted by the prospects of major gains need not be the same in every society. What is perhaps more important is that dissidents see their religious, ethnic, or class group suffering from such disparities. This situation is taken as one indication of the presence of a discriminatory and unfair political system that needs to be changed, by violence if all else fails.
