A number of econometric studies of the period before the recent major reforms have established that railways with greater autonomy from government and lower subsidies were the most productive and had the lowest costs (Oum and Yu, 1994; Cantos, Pastor and Serrano, 1999; Gathon and Pestieau, 1995; Cantos and Maudos, 2000). However, a word of caution is in order since the direction of causation may be different from that usually assumed. While subsidies are often thought to encourage inefficiency, for example, it is also possible that already inefficient railways required high subsidies to survive.

Its initial policy was to seek a smaller number of longer franchises – of the order of 20 years – in return for participation in special purpose vehicles with banks and construction companies to undertake major enhancement of the rail network. This strategy fell apart after the Hatfield accident and the major increase in rail infrastructure costs. It was no longer affordable, and it was also doubtful whether the situation in which the infrastructure company was delivering a very poor standard of service and the whole future strategy of the industry was unclear was the right time to be letting long franchises.
