Thus while there might be no such thing as an ethnic group, there can be a group which holds a perceived ethnic identity.

By virtue of voting to join NATO or to decrease income tax, the electorate finds itself inadvertently saddled with a particular version of school and university knowledge. It may be that regional or local elections would be a more appropriate place to determine curricular content, though, as noted earlier this can result in equally rigorous levels of control. In such elections major economic and strategic issues are not up for decision: educational policy then takes on a more enhanced importance and is more likely to be the subject of explicit debate and scrutiny.

Many subjects can be studied to degree level in Welsh at the University of Wales. As mentioned above, even English-speaking pupils in Wales must learn some Welsh even in those schools where English is the language of instruction. This is all within limits, of course: although government offices in Wales must respond to people in English or Welsh, according to their expressed preference, Welsh still cannot be spoken on the floor of the House of Commons. Furthermore, it would be exceedingly difficult to find outside the Principality either classes taught in Welsh or, with a few exceptions in non-state provision, Welsh language lessons.
